A Vision for Community: Phillip Huffines Talks Real Estate on Dallas Dirt

Phillip and his twin brother Don began their entrepreneurial journey in college. They sold fireworks across different jurisdictions in Texas. While it may have seemed like a simple seasonal business, the experience taught them a great deal. They had to understand local government regulations, zoning laws, and site selection. These lessons sparked a passion for real estate.
“We had to research all the jurisdictions for fireworks—where you could sell, where you couldn’t, and where it was legal,” Phillip said. “That gave us our first exposure to understanding land use and regulation.”
One of the episode’s key insights was about entitlements in real estate. This process involves working closely with local governments to secure development approvals. At Huffines Communities, entitlements mean more than permits. They are about de-risking land and planning responsibly for future residents.
Additionally, Phillip addressed the growing issue of city-imposed impact fees. These fees, which fund infrastructure like roads and schools, can exceed $30,000 per home. As a result, they are driving up housing costs and making affordability harder to achieve in fast-growing areas like Dallas-Fort Worth.
Phillip also reflected on the economic downturn of the 1980s. “The lesson I learned in my mid-twenties when everyone went broke, including us, is to be very careful on personal guarantees on loans,” he said. These early challenges taught him to prioritize financial discipline. Today, they guide our long-term approach to development.
The Dallas-Fort Worth area continues to grow rapidly. New businesses and residents are flooding in. To meet this demand, Phillip emphasized the need for zoning reform and market-driven solutions. By making more land available and streamlining the approval process, we can improve affordability and access to housing.
“The growth of the Dallas-Fort Worth area is phenomenal,” Phillip noted. He emphasized that forward-thinking development strategies must keep up with population and job growth.
